It was probably designed for legitimate purposes like for users who wanted to download apps that they couldn't get on the play store or for users who had devices that didn't have google play store support. I myself wanted to download an apk for Google's camera app as on the play store, It is only supported on Google Pixel devices and newer phones and I wanted to try out various software camera features like night sight and astro-photography. Doing that through a third party service is absolutely fine as it is free software that users can access through the play store.
