You are in the Waiting Area, so maybe that's why you can't spectate him or you saw that he was online but after some time he might have gone offline.

You're probably not in the right game or server as him. Try /friend join and try /friend spectate <yo friend>

The command allows you to join a friends server, if you are in the same server as them no teleportation takes place.

By rank I mean Emerald, Diamond or GOLD. As I said, it could've been that He was online but after some time he went offline, and that's why you couldn't join him
