Both have advatages, the normal bow can be pulled back quickly and I think it has more enchantments avalible, but the crossbow takes longer to pull back, the crossbow also can be loaded so you can switch to it and shoot, the crossbow also takes a bit more damage and flies farther. As long as the two are well balanced I think they'll be great for PvP and survival
