The gold is there for the innocents to collect and make the gun. What if the murderer kills the sheriff or the sheriff leaves the game and the murderer crafts the gun for him/herself?

Although I agree with you that both players should be able to speak.

This would be a good idea! I mean, doesn't the murderer try to hide his/her crimes anyways. If the murderer can talk, then it will be very interesting.
