I don't think just saying it is enough proof. I could go on a server and say I have X-Ray when I don't. You need proof of the X-Ray hack in progress is my opinion

I agree with Droll. It'd be unfair to take action on someone, e.g. if they said that as a joke or for a dare, even though it's a bit stupid, it wouldn't be fair to ban them for that. I also know it's quite hard to get proof of x-ray hacks, but unfortunately that's how it is ._. Maybe the anti-hack system helps to catch x-ray hackers...
