Why ender pearl has a cool down time?

When I use ender pearl in skywars why I need to wait for 40 seconds to use it?And if I don't wait 40 seconds and use it,it will disappear and never come back(is this a bug?).

1. Whenever you try to throw ender pearl while it recharge,sometimes it disappear,its a bug
2. Because people probably accidentally spam throw it or just to avoid from wasting it
3. Its also because if it doesn't recharge when the game was start,people will just go and throw the ender pearl to other people's island to kill them after 15 seconds of invincibility

I think 40 seconds might be a little much but no cooldown would make enderpearls too overpowered
