Why do E-pearls have a 45 second wait?

I have had this question on my mind for the longest time why do ender pearls have a 45-second wait to use them? I have counted several times where I could have use an ender pearl to save my life in Skywars and team Skywars, but every time I fall off the edge because somebody knocks me off and I tried to use an ender pearl it says "something amount of time has to be waited until I use one". Why do ender pearls have a buffer time or a cool-down time? Can it be least be shortened a small bit? I don't know if it can be used for abuse or something along the lines of that but if its got a chance of being shortened, I'd like to know. Ty
