What is permanent and temporary ban?

so I've been looking at ban appeals and they had screenshots and it said permanently banned or temporary banned so what does that mean? Does it still show the days?

Permanen Ban - Ban permanently

Perma bans are IP-Bans so you cannot access the server AT ALL no matter how many accounts you make.

An Tempban is an temporary ban that can last a maximum of 120 days for Global Mods and 30 Days for Trials.

Ip ban are useful but useless againts hackers like zee, stacy and shane, they probably changing VPN to evade the ip ban.
