Ok so I'm ranked Diamond, (it says so in my name anyway) and do premium ranked members have to be level 120 to make a crew or can they make one already if they are VIP/Premium? I'm

No,they need to get level 120 to create a crew, even they're VIP.

To answer your question, as long as you're ranked, (not the YT rank) u can create a crew XD
U have to be lv. 120+ if you don't have rank XD
