yea they can get enchants through their clients, but I'm pretty sure the watcher detects those automatically.

not everyone can afford to buy the game, unfortunately

some people also don't want to update for various reasons. Lower versions tend to work better on older/lower-end devices. The newer versions can also be buggy too.
