She is talking about when you buy a rank (Gold, Diamond, or Emerald), she is asking when does it pop up for you on the servers.

Well, it depends what rank you mean, there's the GOLD, DIAMOND, EMERALD ranks, those come almost instantly (very quickly, probably right when you come on the server from buying it you get your rank), and then there's the staff rank, which takes some time after you have done an application.
