This locked thread thing

So people started a drama on a completely innocent thread.
usually staff will lock the thread to stop it.

But why not just block the people that are involved with the drama meaning that they can't reply to it anymore, instead of lock the whole thread?

I do see a reason why locking the thread is a good thing, ex. If the thread itself caused the drama, etc
