I wish that there's a system that ignores VPN hacks. A system that makes VPN can't be effective or work against the system. No matter how many times the VPN users change the IP it will make the VPN users still banned.

No,VPN is use to change the IP. This is why the hackers can bypass IP Ban.

UUID bans would be more efficient than IP bans, although bypassable. Just saying.

Also, reporting the video/s on YouTube wouldn't do much, since they don't break any YouTube rules.
