The Watcher doesn't ban, it only kicks.
It kicks people in suspiciousness of hacking. It might truly or fasly detect that a player has hacks, so it kicks the player so they automatically log off.
The Watcher is not really a person, it's just a server console system thing that does ^ (what I said up there).
The Watcher CAN be seen in the lobby. It's just a snow golem with a name tag called "The Watcher". Don't worry if you go up to it, it won't do anything to you.

i dont think Mr. BigNose does anything, hes just a BL NPC.
With WorldView i think it helps to load in chunks
