The old Java Server Made From Command Blocks?

I have been waiting quite a while to ask this, Is this Java Server or bedrock server Made a little bit of command blocks From my perspective it looks like plugins And Marketplace Addons I don’t know if anyone would answer but I’m really good at command blocks and once made a server with them,In the meantime is it really made from command blocks :O

I'm pretty sure it's made of plugins, but there is a small chance there might be a few command blocks in the server.

I feel like it's easier to code plugins rather than use command blocks, so it's possible that vertx and edward(edwjusti) only used plugins.
