well lemme explain some things
when you are in a boat you are unable to look behind, so if you have someone chasing you, you can't turn your body back to shoot them with a bow or something, you would have to turn the whole boat around to do that. But, if you have someone rowing the boat, and a donkey int eh boat, with someone riding the donkey, the person on the donkey can do a 360, allowing for the rower to focus on rowing and the rider focusing on defending. Of course, the donkey could be switched out with a horse, but the donkey can bring supplies into battle. People can shoot at the donkey, but when this happens, the rider can simply take out splash potions of healing out and heal up the donkey. With a horse, you would have to manually bring the potions in your inventory, wasting space and not allowing for much versitility.
"but bop, can't elytra people attack them?" you may ask
NAH! (uh kinda). People with elytra can yes attack them, but is extremely hard to hit a small target while moving so fast. Plus, the rider can shoot the person with the elytra. Lacking a chest plate, the elytra person would take tons of damage and be forced to retreat. What's even worse, if the elytra person accendetaly lands into the water, its almost impossible to get back to flying position again.
