"Android Launchers have nothing to do with texture packs used in Minecraft PE. They have really big difference. Minecraft PE runs Texture Packs, and the server doesn't support texture pack. Android Launcher runs Minecraft PE, not texture packs or anything related to server."

It won't be be and it will never be, it's not their priority unless 0.15.0 supports texture packs, so will the server should too
