The answer to this is a player has left during voting. There are only 12 players in the game at that time, but it still shows the plots of the players that left

After this plot it said Plot: 15 I'm pretty sure, also the game started with either 12-13 players .-.

Probably just assigned randomly, and not Plot 1 to the 1st player to join etc.?

No I'm pretty sure it isn't.
Also, according to @JcGarcia_29 if you leave a TBB match during building time or voting (before your plot gets shwon), your plot won't be shown to vote on.
