Ghosts and spectators are visible for precisely 1 in-game tick or roughly 1/20th of a second (Depends on if the server is lagging.) before they leave the server due to the delay involved in the game updating that the player left.
If they were visible for longer than that then that is probably worth posting a proper bug report for.
