^^ This article says to restart your computer then navigate to C:\Windows\SoftwareDistribution in your file system and delete the folder called DeliveryOptimization (or just search for the folder and delete it). Then try installing it again. Hope that makes sense and helps ._.

When my download doesn't work I usually go to Internet Explorer next then go onto other browserssaid I needed permission from some admin or something. And since that I own the computer... yeah I am a sitting duck.
Oh. Well it says that Windows normally locks the files to stop you from deleting them, but apparently you should have permission after you reboot it...
