Some questions about kits

I am planning to make a recomendation to the server about which kits should be buffed/nerfed so that mini games could be more balanced. I need some questions answered first.
1. Can the same kit be different for different mini games?
2. Are kits even able to be buffed or nerfed?
3. Is it the intent of the server even to make the kits balanced. I love this server but I think imbalanced kits make the mini games with them not as good.

-Ig, but none of them are like that currently, I feel like it would get confusing too
-Yes, kits can and have been updated
-I think vertx tried his best to make them balanced, idk though
