As Icy said, the skin has to be at least 1 block tall. It must be visible from all side and skins with like 1 pixel on the top and 1 pixel at the bottom, or the ones with little flowers only (which are taller than 1 block but really unfair) are not allowed too.

The skin from the second picture is fine !
