yes make sense, look at the riddle its said NO UMBRELLA and HAT its means literally no umbrella but he has a hat bcuz theres have "no" before the HAT word

This is because the some construction of sentences is that shares the no with another word comes before the "and" so... The riddle means "WITH NO UMBRELLA AND [NO] HAT" to avoid the sentence being redundant. And i should also changed the "AND" with "NOR" to avoid confusion...
