Soo I have no idea how to know which is the real password from this notebook...

Hello there, someone knows this password only. But there was 2 people spy on him, some times later, they kidnapped him.
1st Guy : Tell me the password
2nd Guy : Never! Unless I will give you a clue.
1st Guy : Okay.
2nd Guy : The time was 3:15PM, the long distance is on 3, how many % that the short distance moved from 12?

The first guy has no idea, can you slove it?
3:15PM, 1 Hour is 60 minutes, soo you do is 60 minutes ÷ 15 minutes is 4, the long distance goes to 3 so is 4 + 3 is 7, plus the short distance moved from 12, 7 + 12. Then again the long distance goes to 3, First you gotta do 12 ÷ 3, that's 4, plus 7 is 11 .It was 3:"15"PM, so that's 11 + 15 = 26 soo the password is 26% moved
100 ÷ 4 that's 25, plus it goes to 15, 60 ÷ 15 ÷ 4 = 1, 25 + 1 = 26

I feel like I can solve it, but...

3:15 is the time, so both hands would be 3 on a clock. 15 over 60 is the same as 1 over 4 so the percentage would be 25? I literally have no clue xD

Oh wait, I think I got it?
I assume my method was right, so the next time it would hit 12 would be in 45 minutes? So 45 over 60 is the same as 3 over 4 meaning the percentage is 75? I'M DOING LOGS AND INDICES IN MATHS RIGHT NOW I DON'T GOT TIME FOR PERCENTAGES
