No, you are not banned. Whenever it says, "Unable to Connect to World", you are not banned.

I'm as lost as you guys are .-. My MCPE is suddenly saying that I can't play "because of how your account is set up", but I think that's unrelated to this.

Also if it doesn't let you change privacy settings then your account must be considered a child's account if you set the age to lower than 18. Either you can make a new account or make a parent's account to connect to your accountl
Your Xbox live... Hmm...maybe try logging out and logging in again (for me having Airplane mode and power saving mode on doesn't let me login so maybe try that?l)if not then you need to login in at the website and change your privacy settings.
