How can we use a texture pack on brokenlens? And can we use a texture pack?

Yes you can as long as its not X-Ray Texture. You can change it in Settings - Resource Packs

Download a texture pack online, put the file on game/com.mojang/resourcepacks

I did but...how do i put it on brokenlens?

just activate your texture pack in settings on main menu, and then go to the server

Settings of minecraft - resource pack then click the texture, click the + plus icon and join brokenlens server.
