How can someone get permanently muted

I don’t think so, since there’s not an option for it. We can only mute 0-30 days.

It's possible on forums, though. Manwee's been muted on forums for like... almost a year, I think? So it's definitely possible. Off the top of my head I can think of three reasons for a perm mute:
- repeated offense of verbal harassment/bullying
- repeatedly offending or insulting community members
- collective warning points/previous mutes adding up

But if you do get muted on forums, you can still chat in private conversations.
