yes, anyone is allowed to create a map and post it in map submissions just has to follow the map guidelines

Yes, anyone can do it, you’ll need to add a world download too if you know how to do that, but currently TSW/SW/MM maps aren’t getting accepted unless they’re extremely good since there are so many submissions for those maps.
