Nope not muteable, if the players she/he is asking for money starts bothering your friend because they took the joke offensively then just add them to your ignore list :)

Possibly if the user kept spamming another’s pvts but other than that no, staff would most likely just tell the user to add them to your ignore list.

Well if they only ask once, and from different people, it's ok. If they persistently ask, and irritate members after those members have asked them to stop, it could potentially be mutable. .-.
