It certainly doesn't help your chances. The second and third applications are basically for use if you made a mistake in your first one, or it has been quite awhile since your last one and you feel like you have something new to say, something has changed, etc.
(I'm pretty sure that they aren't against second and third applications, however. Otherwise it wouldn't be an option)

For your question- It does not help your chances.
But as Benjy said if you made a mistake on your first apply or second you can still make another one. ( 3 is the maximum applications you can make )
But I recommend that you wait, Choosing a new staff takes time- Sometimes it takes weeks, months even years.
Who knows, Just don't lose hopes!
