Well... it affects everybody, even if it isn't repealed for us.
There's a post I saw on imgur that was something along the lines of, "when you live in the U.K. and you're laughing about the FCC ending net neutrality in the US and then you realise that most of your entertainment comes from Americans." That is an effect.
I have internet friends here on BL who are from the US, and I'm gonna miss talking to them so, so much if they have to leave. That's an effect.

But since I assume you mean, "Does the FCC's repeal DIRECTLY affect you by taking away your net neutrality," I'm pretty sure it doesn't.
