Well, the reason why it’s not in the tool shop is becuase it is extremely overpowered. Imagine, at the beginning of the game, you’re getting stuff from a chest, when suddenly, you’re just killed off by a person with a diamond sword. Having a powerful weapon at the beginning of the game would not be fair to other players, which explains why there are mainly other things besides weapons in the tools shop, like pickaxes or Ender pearls.

It’s still suggested that you should not have such a power weapon at the beginning of the game. Yes, the archer kit does include a stone sword, but this is mainly the bow is a long range weapon and does not have any armor or powers. I still suggest that these “power ups” are not weapons, maybe potions, extra arrows, or armor is a suitable replacement. However, these may be opposed because some of these “power ups” combined with tools or kits may lead to extremely overpowered load outs. So it might be best to just scrap the idea of the power up
