This thing happens when you mine more than one or 2 ores. Like, the first emerald ore gives you the effect and the second too, but sometimes the second doesn't.
It's a bug that needs to be fixed. But how does blindness always work?

i mined ONE and i got regen. didnt regen at all

For me, the effects do work...weird

Why can't I sprint while blind?

When blind you can't see nor sprint, it's in vanilla Minecraft itself so it's normal
