Does your country allow Credit Cards like Visa? If so, you could use those credit cards to buy a rank.

In Paypal. I selected Visa and Iraq didn't appear up. I got into another webstie and selected visa and it automatically selected iraq..

Steam is a separate thing altogether. If it did not show iraq then PayPal might not take debit cards / visa's in your country.
