You do not actually play with 2000ms then.Trust me it would be unplayable because everytime you hit someone or place a block or open a chest or do anything it would have a 20s delay which would probably result in timeouting from the server or getting kicked by the watcher.
The /ping command is just a little bit laggy sometimes which can result in strange pings that are nowhere near reality.
When I am lagging really badly for example it normally shows like a ping of 500ms but when I typed in /ping while lagging once it showed 4ms.
Which is impossible in the first place.
