I believe The Watcher can only ban registered players, just like staff members. So even if he did monitor this player, he couldn't ban them, anyway.

There is a registered account called "Spike", but that is probably an innocent person, and even if it were banned he would still be able to play without logging in. So yeah, can't do anything about this :/ Thanks for the report anyway
