This could be the result of lag or your internet or WiFi being slow. It does happen but I'm pretty sure that It's not a bug.

This Happens To Me All The Time.
1) My Chat Is Slow
2) My Friends Chat Comes WAY later
3) Just Doesn't Appear At All
