That's not mutable in any pvt chat, you can /ignore add him if you feel uncomfortable with it.

Plus I don't know if he is really bypassing, we need his previous IGN with evidence.

He's not bypassing, just a normal player xD
Unfortunately, there's nothing in the rules about swearing in PVT. However, you can always use /ignore on the player if they continue to bother you. Thank you for reporting, though! \o/
