Yeah, 800+ players and it wont let me join because it is full of players. 1000+ players and it wont let me join because it is full players but how the heck did they join the server if it is full at 800 and the player counts rise up to 1000

It's a MCPE glitch/bug and vertx and the rest of the developers can't fix that issue. Only Mojang can fix that issue
