Ok, Id say obsidian should be a big no! Campers would use it annoyingly and it takes forever to mine it and not everyone gets diamond pickaxes!

water bucket should be fine! Like others said, potions may not work on server as it may be bugged!
And for cactus kit, the armor may be alright, but possibly downgrade the thorns from 3 to 1
