No I killed the dragon twice before
You can't get that good loot from end cities and I'm pretty sure you can't get diamond swords from those chests

Fishing is the most easiest way I got nearly all my mending book you can also get infinity bow or luck of the sea fishing rod I got tons of them

You could also find villagers that wear white clothes and trade with them. Some of them are librarians and they do trade enchanted books. But that can get tedious and you will have to travel a lot. So the best way to get it is fishing
