They can simply not accept or deny any application if they are not recruiting Helpers on that day.
If you go to brokenlens beta and check these staffs (DrollTheTroll, ZikoGaming, Trixanity, RazzleBerryfox, DarkRainbows, Befib, DarkTDM775) they aren't staffs anymore but they still have the ranks on forums, I think vertx or someone demote them because of their inactivity not bad attitude
I remember I saw one of the threads here asking that staff should be demoted when they are inactive, I don't quite remember if it is Maddie who told the member here that :

Yup! I was the one who said that, we indeed don’t demote inactive staff; the only reason they’d be demoted is if they do something wrong.

As i always say , a builder is ALWAYS on the server , there is ALWAYS a builder on the server ( we're just hiding our connexion [ especially me since peeps dont stop asking me commissions , and im too gentle for tell them a huge NO MADAFREaKeR ! ] but yeah , theres always a builder on the server ) so in a certain way , i dont say that builders SHOULD be pulled all over the server , but you know , builders play a lot , like a really f--king lot ( for test our maps , find glitches , getting peeps opinions on it etc etc etc ) so we always see the hackers . . .
I kind of agree, I could name a lot of builders that would definitely be trustworthy enough to be able to ban/mute like helpers... but there are some who aren’t. Remember levi? A lot of people might not have known him that well but he was never the nicest person, and I don’t want to imagine what he would’ve done if he could ban or kick. Yeah he’s demoted and gone now but my point is that the builder application process is more building skills over how nice someone is and how they would deal with certain situations, which is what a helper does.YES FINALLY YES ! While doing this , they aint thinking bout' new ideas for maps , new maps , new commissions , they just enjoy doing something else ('w' )

Most of the times hackers are free , cuz the only staff online is a builder , a builder that cant ban , a builder that sometime , cant screen the name of the hacker cuz' he's sneaking . . . so those times , the hacker is free .

There is many modes that u can join servers that need Xbox but this will get bypassers lowerThere's 1 way.
Don't allow Non-Xbox Players come to The Server.
That's the perfect way though, but peoples will disgree with this.
