Blindness already disables sprinting so that's technically slowness

We Already Have Blindness Perk, And It's Good.

We Don't Need To Make Other Perks, Because It Will Be Too OverPower.

Or, maybe there could be multiple perks. However, only one perk will be randomly chosen per game.

Example: there could be different perks such as invisibility, fake gun, blindness, nausea, etc. When a game starts, only one of these perks will be able tk be used by the murderer. In one game, they could use nausea, but in another, only invisibility.
