In TBB & TBBS you can change the floor by typing #setfloor while holding your desire block!
I think the during the waiting room and at the start of the game the server should say a message about it:
Server:
TBB(s) - To change the floor, type #setfloor while holding your desire block!
Same thing for #settime!

And maybe just make the commands:
#floor
#time - night or day
