download a texture pack then unpack it. Go to mob and replace steve or alex skin to your custom skin [but name it as whatever you want to replace]. Then put the texture [do not zip or rar it] to games/com.mojang/resoursce_packs [create it if it isn't exist] open your mcpe. load the texture reopen mcpe then select the cape you want [tested on my device]
