Map Making Questions

I am considering making a minigame for Broken lens, any tips??? Here are some questions too.
1. Do I have to create the lobby???
2. I don't know how to create mods so do I have to use then to make the game look cleaner???
3. Has there ever been a minigame made only using commands because I am planning to do that.
Any specific mods used regularly in creations of minigames???

You can’t make mini games for the server, only vertx can. But, you can make maps for mini games that already exist
