Make snowballs not droppable (don't quote me plz)

Problem:
Ok, so this is kinda an issue for the snow maps with the creeper kit, once the tnt explodes it will make the snowblocks turn into snowballs, meaning that a single tnt causes massive lag spikes during the round (skywars)

Solution:
Make snowballs not droppable, they don't even provide any knockback (like eggs and arrows) thus making it an inventory clogger

I still remember when I was at lbsg skywars (pls don’t ban me) and you could only throw one snowball every 5 seconds. This was before I met brlns
