Look when players first plays on a minecraft servers the server takes that name as there IP name so if they get banned change it or using a different account won't help but the IP name is banned so don't be afraid of reporting him he can't do anything to you

look I'm trying to help you but right now your being very difficult to reason with there rules on the server that if you break can get you muted or banned from it hacking another players account is a ban from the server You said you have prove right? and your refusing to report this hacker because your afraid that he'll do something to you EVEN tho that he'll be banned for what he did to you.. so I'm leaving you with the choice to report him or not I think it'd be best to report him

He kept saying he was I and he fooled my friends and since he was in I can't get in (only one username per time)

FFS THEY DONT HATE YOU -.- plus, your making a thread about reporting this hacker who hacked your accout yet you dont want to report them because your scared? WTF? PLUS, you haven't even tried contacting a staff member to change your password so why are you saying they hate you? Just because they ignore your 10 threads about you being banned? Yes, Plushtrap_123 (yes thats his ACTUAL username not Plush_Trap) may have banned you but it doesn't mean he hates you -.- Listen, it doesnt work like that. If someone ACTUALLY hacked your account the FFS JUST REPORT THEM -.- all the time you spend on being scared and not reporting them cause your SCARED is also time you're having to sit there while you are banned. So just report them if you have evidence or ask staff for a password reset and make a ban appeal following the ACTUAL format

and to answer your original question, yes you can report them as log as you're positive on who it is and you know that the BrokenLens staff members can actually do something about it( as in help you)
