They should not be there. After speaking to a few Mojang developers according to B4nj077 (Realms Product Owner) The development team accidentally ported the experimental Minecraft version (developer version) with all developer commands showing to all devices using the bedrock 1.2.13 version update.
As for the bug.. Could you explain what server you are on? Type the /server command and let me know what it says. This might just be on the mobile version of 1.2.13 as nothing is showing up on the Windows 10 edition of 1.2.13 currently with those commands on the network. @vertx
