So I don't know if a lot of people know what keymapper is but i've seen a lot of mobile players using it and its quite obvious and they dont even deny it.

Is it bannable and against the rules to use keymapper?

I think it is bannable if you use keymapper as an auto clicker (and a lot of players do that)

Using a PS4 controller is fine, but using any form of modification or application with the controller is prohibited on BrokenLens Server.
